“If government is to serve any purpose, it is to do for others what they are unable to do for themselves.”

With that assertion, President Lyndon B. Johnson on this day in 1964 signed into law a far-reaching civil rights act. The nation’s three TV networks carried the ceremony live from the East Room of the White House.
